I went to the main library and picked up my card. I only considered this done once I actually borrowed a book. After 3 attempts I was able to checkout an ebook and actually read it. (I realized that I’m not very techy)

Related Notes:
Due to Covid19 the library was closed. However, they've just added a temp card that can be converted into a permanent card once they reopen. I filled out my application this morning.
